In Pennsylvania we have a mountain range that runs thru the center of the state, with foothills on either side.  In the southern end of the foothills are some farms.

But our game management folks think we need 23 WMUs, wildlife management units.  Each unit gets an allotment of doe licenses, which local governments caan sell $$.  Tags are $6.90 for residens and $26.90 for non.

What is interesting is the allocation and how fast they sell out; it is first come-first served by MAIL.  July 1st is the earliest round, 2nd round is Aug 3rd, 3rd round August 17;  Max allowed is 3 doe tags per hunter.


Some units sell out by August 7.  Most by the end of August.  Some never sell out.  One area I apply for sells out 11/21.  The number of tags vary from 7,000 to 70,000 per unit.  In the old days we had an amazing number of deer, both bucks and does.  But about 12 years ago...NEW IDEAS.  they had hunters shoot off over half the does.  That put buck to doe ratios in reverse; and they made antler size restrictions.  Complex as to point count; but sort of 8 point (both sides) is minimum.

Lots of lip sevice to scientific management but basically just a HAG.

Most areas are unlimited over the counter white tail doe tags.
Some times Mule deer too.
A lot of areas for mule deer does are a draw.
A person can sometimes end up with over 5 tags... 
Remember: Four boxes keep us free ,the soap box, the ballot box, the jury box, AND the cartridge box

In most areas in Wyoming, Deer tags are unlimited over the counter. The specific areas have the rules. Like Buck only, Any Deer etc. 

For every other species it's a mystery how they draw and distribute tags. No one will ever know.
