Pennsylvania has a healthy herd of elk. about 1500 total, located in north central pa mountain area. they manage the herd to control numbers and territory, giving more tag in any expanding range. Seems 3 years ago, they had trapped and tagged a bull that could have broken the work record. Have not heard, of that bull being legally taken...poached, maybe.
Hunting last week in the mountains, but out of the elk main area, saw a nice bull. They give about 65 elk tags a year, in a lottery system. First year was 2001, and I've been unsucessful every year.

A few elk in WI. Finally had a couple hunts allowed. 10 tags total.... 5 to WI Indians for lottery draw...2 to RMEF to auction off....3 for lottery for non Indisn WI residents. Not a great deal.

You can pick cow or bull tags, if you win lottery.
If you happen to be entering the drawing for the first time, The Pennsylvania Game Commission has your odds of drawing a bull elk tag listed at 1:7,665, a cow elk at 1:1,168 and either sex is listed at 1:1,013 odds. When entering the drawing, you have the opportunity to be as specific, or as broad as you wish to be. Each application costs $11.90, applying for all three seasons would cost a total of $35.70. Applicants can only be drawn for one season/tag per year, and all three drawings are held on the same day (Mid-August) in consecutive order.

Just wondering.
Here you can only receive one license in the initial draw. You can apply for first, second. and third choice. Almost everyone applies for an "Any Elk" license for their first choice. I have had really good luck applying for a Cow/Calf license for my first choice. I must be one of the only people that does this but it works. Wing master

Wing, your general elk is all draw, Not over the counter?
We can all buy a either sex and a cow tag over the counter, and if you buy a certain other kind you can get another cow tag, I cant remember what it is called, but a total of 3 over the counter for anyone. The boy and his wife carry 3 I just carry two, what would two families do with 8 elk??? PS we have elk seasons for close to 5 months.

Terrible to read and understand, who writes these things.
But it looks like there are 17,000 elk and elk/deer, non-restdent, tags made available. If less than 17,000 apply the excess ("in some areas"?) may be over the counter.

In Wyoming their are some "General" areas that are over the counter licenses.
Most areas are limited quota and have to be applied for. Wing master
