Got a couple of small utility trailers. They bounce a lot going down the road.
any thoughts on DIY shocks, etc.

Foam fill the tires or fluid fill. It's usually because of the lack of weight that they bounce so much correct? Eliminating the bounce of the air inflated tires drastically reduces the amplified bounce of the trailer. Tightening the suspension will only make it worse. Drop the pressure to around 5 pounds and the bounce disappears. The foam has it's advantages. #1, no flats!

Dropping the tire pressure 10 psi, more and the sidewalls will destruct. adding 2 60# sacks of Tube Sand. hope that helps.
You are right, underloaded springs cause the bounce. thought of grinding some off the leaf springs?

Not sure of the plan there? Make them thinner? Take one out maybe. Any unloaded trailer will bounce. Go to your tire shop and have them pit in some Calcium chloride , Don't put sand in the tire.

No tube sand is in the trailer to get some weight in it. https://www.lowes.com/pd/QUIKRETE-60-lb-Tube-Sand/3006072
Use to use Cal chlor in agr-tractors for weight. But at high speed trailer tires 12". liquid isn't good choice.

Calcium eats rims almost as fast as salt. Farmers quit using it. They switched to washer fluid or glycol was which doesnt freeze. Your right about the higher speeds. The foam holds up past 90mph on hummers. Downside, its a hugger to change tires.

90 mph on Hummer tire is the same rpm as 40 mph on a small 14" rim trailer tire.

Beet juice is what is used now for loading tires. If you are caught with antifreeze in your tractor tires the DEC will throw the book at you, same with washer fluid. When I bought my new tractor I had the tires loaded, beet juice is what they use.
