Take meat scraps cooking oils ext...
 Put them in a plastic bucket with water and freeze.
Later take it out and stake it down and let it "weather" out as the coyotes come in to lick it and eat the scrape.

Just north of here, in Canada, they freeze a leg bone in it, sticking out, hence popsicle, chop a hole in ice and let it freeze down. This keeps the wolves, from just dragging it off ice, into brush. They use them around here, but for wolves, it's only legal for trapping and bait has to be covered from air. Many trappers, roll it up sausage style, in butcher paper, easier to transport and digging hole, lets scent out.

When I first heard of that, it also had a sharp blade buried inside so the 'ote/wolf would cut its own tongue and keep licking until  it bleed to death.

I'm pretty sure you can't hunt anything in Wyoming using bait except Black Bears. 

In some ways, I think Wyoming is a few years behind the rest of the world. LOL

MT doesn't let you use dogs nor bait for bears. They talked about allowing bait, for shooting wolves, but snowflakes got it turned down. Maybe if the wolves eat enough of their pets, they'll change their minds. Wolves are so drawn to dogs, you aren't allowed to even have them with you, while hunting wolves. Bait has to be covered for trapping, they don't want eagle buzzards or ravens to get in trap.
